Greentree was an ambitious city with a population of 8,000. But very poor management took over. The city funds rapidly drained due to construction projects in the city, causing massive spending decreases. Power, water, education services were all affected. Eventually, these cuts caused many people to leave the city and stopped all new arrivals from entering. Over the months the population rapidly declined until it reached 350. The 350 that decided to stay eventually had to leave when the city decided to cut the Whitewater Run connection. This drove out the last remaining residents.

What happened? The same thing that's taken place in Whitewater Run. Whitewater Run has lost nearly 35% of its population. While about 5% came back after construction on the Urban Renewal Project began, no new arrivals are moving in.

Unlike the Greentree government, the Whitewater Run government has taken measures to stop the decrease in population. Construction is rapidly taking place across the city.

Another city, Goldspire, is facing difficult times. While no abandonment issues are taking place, new arrivals have stopped coming into the city and the regional population, to everyone's surprise, sunk back to 92,000, after shooting up to 102,190.

Will the region sink, or swim? If it is to swim, something must be done IMMEDIATELY, to save the region from disaster.
