Durham v2 - Whitewater Territory @ cheeseSC4

I like to call my play style here "controlled natural growth", meaning I keep my cities from getting too big or too small through planning ahead and limiting growth where needed, but maintain several aspects of natural growth, such as supplying the cities needs as they arise, and using minimal plops and no cheats. I'm in no rush to meet the clouds with soaring skyscrapers, they'll come as demand (and my whim) allows.

This is starting with update 14, to read updates 1-13, visit either Simopsis or SimMania

Some of the code on the first few updates will be incorrect because they were copy-pasted.

NewsWhitewater on Christmas Morning

It's the most wonderful time of the year! And what would a Whitewater Christmas be without snow? Snow can happen as early as July, but this year it's been quite scarce. Many residents thought that it would be a Christmas without snow (a very rare occasion), but on Christmas Eve, a wide and fairly powerful snowstorm moved across the region. The region's children would be able to wake up to a white Christmas after all.


The snow began to fall at about 8PM. Around this time, all the neighborhood's Christmas lights were on - this particular neighborhood has some of the best scenery in the entire city.


At about 10PM, as snow began piling up, the power went out across much of the city. As the wind began howling and drifts piled up, it became obvious that it might be too white of a Christmas....

The low temperature that night was all the way down to -28F (-33C). Much of the river completely froze, therefore causing the region's ferry system to discontinue service indefinitely...

[size=18]Update 15 - A Look at Whitewater Run[/size]

The city of Whitewater Run hasn't been seen in a while. Since then, it has grown. But the east side faces problems with abandonment. Many new arrivals have packed up and simply moved to White Settlement or Goldspire. Some say this is because of the lack of commercial. Others say a new bridge needs to be built across the Great Whitewater River. Still, others say the problem is pollution, while many are saying that it's from a lack of healthcare and education. Either way, all of these problems are serious and need to be fixed.

The west side hasn't been doing so great either. The unemployment rate is at 7.5% and traffic is a major issue. The city has lost 20% of its total population (down from 50,000 to 40,000) in recent years. Something must be done, and must be done NOW, to save the city.



A power centre was developed on the far west end of town. It originally started out as two big-box stores next to each-other, but this then grew into a large, disorganized power centre that's hard to get around. This particular area employs 45% of all residents on the west side and on the east side, it employs nobody, except a few people.


Sprawl has become increasingly unavoidable. As shown by this picture, the middle class is the largest group in the city. Included in the lower class are 25% of Whitewater Run's residents, 65% are part of the middle class and the remaining 10% are in the upper class.


The entire western island is nearly settled with some small wooded areas left to zone. All farms have been pushed back to the west, and a farm community has popped up not far to the west. This will be shown in later updates.

[size=18]Update 16 - Greentree - An Ambitious Attempt[/size]












Greentree was an ambitious city with a population of 8,000. But very poor management took over. The city funds rapidly drained due to construction projects in the city, causing massive spending decreases. Power, water, education services were all affected. Eventually, these cuts caused many people to leave the city and stopped all new arrivals from entering. Over the months the population rapidly declined until it reached 350. The 350 that decided to stay eventually had to leave when the city decided to cut the Whitewater Run connection. This drove out the last remaining residents.

What happened? The same thing that's taken place in Whitewater Run. Whitewater Run has lost nearly 35% of its population. While about 5% came back after construction on the Urban Renewal Project began, no new arrivals are moving in.

Unlike the Greentree government, the Whitewater Run government has taken measures to stop the decrease in population. Construction is rapidly taking place across the city.

Another city, Goldspire, is facing difficult times. While no abandonment issues are taking place, new arrivals have stopped coming into the city and the regional population, to everyone's surprise, sunk back to 92,000, after shooting up to 102,190.

Will the region sink, or swim? If it is to swim, something must be done IMMEDIATELY, to save the region from disaster.

[size=18]Update 17 - Progress in the City[/size]

The population is beginning to increase once again as progress is made in the urban renewal project. Things are getting better - and this is made obvious by the various mid and high rise hubs popping up across the city, massive expansion of retail, and even a new shopping mall. Let's take a look.


Once nothing but farmland, this area has been approved for apartment and condominium development.
I realize there are boxes hanging from the cranes, this is NOT a dependency issue, it's meant to be like that.


The primary CBD is located on the west side. The surrounding houses will be converted to mid rise apartments and high rise condominiums in the near future. Ferry service has been stopped temporarily because of the new development and residents are encouraged to use RailLink until the new bridge crossing the river is opened.

The abandoned suburbs of the east side are being redeveloped. New parks, sound walls, schools, and bike trails made the east side much more attractive.


Despite the unfinished road connector and RailLink dealing with increasing traffic amounts, people from all over the region visit this shopping mall.

This is where disputable issues will be brought up that the journal readers will decide on. This is the second referendum that has been held and includes four issues. You're encouraged to vote on all four of them.

NOTE: Bright green in these pictures indicate a proposed road.
Proposal 1: New development in scenic, forested portion of Goldspire

This issue is up for debate due to the scenery and nature of this area. Park land would be added and maintained, however.


Proposal 2: Extended residential & commercial development along Regional Highway terminus + road upgrade.

Should the area in the following picture remain cleared, undeveloped land (which would mean higher land value due to development being further away from the highway) or be developed as residential and commercial (which would slightly decrease land value, increase traffic but increase population and satisfy demand)


Issue 1: Where should the new fire department airport be located in Whitewater Run? This airport would allow for forest fires to be extinguished more easily



Issue 2: Shall an abandoned street near a power centre in White Settlement be redeveloped as mid to high rise commercial?



Once again, it is encouraged that you vote on each of these. Results will come next update.

proposal 1- I like the idea of the lower road- but the upper road over the water takes away the natural beauty.

[size=18]Progress in the City - Part 2 + Referendum Results[/size]

There are larger photo sizes starting this update. They will be under 1280x1024, instead of 1024x768. If demand is high enough, a resized version to 800x600 will be posted (elseware, not here)

The city shows no signs of slowing down anytime soon. Commercial demand is slowly being satisfied while the population continues to rise. Let's take a look at some of the changes that have been made since last time.


This particular hospital has transformed the area. It is expected to be the site of the Durham University. This particular hospital is expected to become part of the medical school there.


This commercial district struggles because of its location out of the way of any residential development and because of space related issues. A high rise pod was started here, but never made it very far.


An example of some of the more obscure supermarkets making their way into the town.


Across town we find the historic center. These are modern buildings fashioned after more rustic ones. This is in uptown, within walking distance of the sea (more like puddle) of skyscrapers.


This high rise pod is expanding due to high land value and ideal location between the Water Heights and Northside subdivisions.


A fast food restaurant in a very wooded area in between the Water Heights and Northside subdivisions.

Whitewater always seems to be happy during the day, and when the weather is nice. But under a blanket of overcast a night during a snowstorm, things change..... a lot....

Update 19: Under the Cover of Darkness - Part 1



At sunrise on a Tuesday morning, police lined a quiet neighborhood street. Bystanders watched as the police went door to door and were talking to several people.
John Lancaster had been in Goldspire and had witnessed a group of hicks build a dangerous coal mine on stolen city property a far walk from the city center. And now, on his own street, something happened.
While anxious about what could have taken place that morning, an officer approached him, placed his hand on his shoulder and sternly asked if he knew what had just happened.

"Uhhhh, no?" replied Landsdowne.
"A group of serial killers found their way here. They ran off into the nearby woods before we could tell who they were or what they looked like. Mr. and Mrs. Long a few houses down were murdered."

Wondering if he was in danger and if he could get any more information, he turned on the news to find that a similar situation had just happened in Whitewater Run no more than two hours before. And on top of that, there was a bank robbery in White Settlement and a wildfire along a rural stretch of the Regional Highway which was only extinguished by fire planes. Each of these had no suspects, in fact, there weren't even any persons of interest.

By this time it was getting quite obvious that this would evolve into a huge scandal, a controversy. The entire region had already been disrupted by this string of events. Were they by the same person? It seemed to be that way at first glance but it could have been different people. And if so, were they connected?



"After the police left things seemed to go back to normal, the sound of construction on a nearby highway expansion commenced once again and the sound of traffic increased. Then the sky darkened further and the snow began falling once again. It was a Tuesday and a foot of snow wouldn't be enough to shut down the city, so off to work it was. It was a very slow drive into Whitewater Run because the snow plows had only cleared and treated the right lane of traffic and the ice was already re-accumulating, so I had plenty of time to think about this. The area I work in is safe, but I'm not far at all from the edge of the remote forest. What would happen if they made their way there? And the fact that these people were on the loose made me queasy. Thankfully I'd get off of work early, two more feet of snow were expected by tomorrow morning."
